The ICT Authority aims to create a level playing field for the various players and licensees in the telecommunications landscape so as to ultimately serve the best interests of consumers. Such an endeavour will encompass the promotion of fair and healthy rules of competition, reduce barriers to entry, encourage new entrants as well as the opening up of markets for more innovative products and services.
In accordance with Section 30 of the ICT Act 2001 (as amended), the Authority shall carry out market analysis to define relevant markets for ICS, identify whether any public operator holds significant market power (SMP) in those markets and impose conditions on such SMP operators to address competition issues.
The development of this comprehensive framework for competition is expected to occur in a number of phases, starting with a forthcoming public consultation and the eventual publication of relevant guidelines and market reviews thereon.
